I just took a closer look.

I don't think that's a US-spec Camry to begin with. Look at the headlights -- Could that be something imported by a diplomat and later sold locally (or not elgible for diplomatic plates)?

It has some customizations (like the side vents and bad stickers). But the integration of the headlights, front fenders and bumper cover is too good to be a DIY or even professional customization (and the stickers reduces the change of a professional customization).

The headlights are similar to the last gen Lexus ES300, but the hood lines are different. The headlights are also very different than the prior-gen Camry:

Oh it's most definitely a US Camry. Early 2000s, ~2 gens back. The SE models had the blacked out trim on the headlights (don't ask how I know, I just retain that useless info)

As for SE Camry... have any of you seen the latest Camry commercial where they interview the couple and the wife talks about how she loves how sporty her SE Camry is?

Is that the one where the wife says she likes it because it is "Grounded to the ground"? Makes me laugh each time I see it but does not make me want to buy a Camry.
