I'm not sure if I think of lag in terms of "rpm" or in terms of "time after throttle increase". Perhaps a combination.. How about this crack at a definition? Lag is the time delay in response that depends on rpm, current & recent past throttle (determines boost level). I'm just making up a function that sort of expresses how I experience lag.

The are very much a combination. The lower the rpm, the lower the exhaust flow, the longer the lag time. That's a big part of why things feel worst near idle.
