Based on comments from a couple people I know who split work between industry and academia on autonomous driving, I think 2025 is extremely unlikely. Unless it's the same level of autonomy that Tesla brags (lies) about.

Supposedly it would be a car with no steering wheel and no pedals. So that level.

I don't see any indication that Apple thinks 2025 is likely either. Also, for 2025 production, we'd be hearing something now. I'd say that 2025 is, at best, a target for having a go/no go on starting that process. Or 2025 is just something completely garbled in translation.

I think that it's worth noting, though, that if processing power is one of the biggest hindrances to self-driving cars, Apple is literally years ahead of anyone else there.
