Based on comments from a couple people I know who split work between industry and academia on autonomous driving, I think 2025 is extremely unlikely. Unless it's the same level of autonomy that Tesla brags (lies) about.

Supposedly it would be a car with no steering wheel and no pedals. So that level.

I don't see any indication that Apple thinks 2025 is likely either. Also, for 2025 production, we'd be hearing something now. I'd say that 2025 is, at best, a target for having a go/no go on starting that process. Or 2025 is just something completely garbled in translation.

I think that it's worth noting, though, that if processing power is one of the biggest hindrances to self-driving cars, Apple is literally years ahead of anyone else there.

Apple is internally targeting a launch of its self-driving car in four years, faster than the five- to seven-year timeline that some engineers had been planning for earlier this year. But the timing is fluid, and hitting that 2025 target is dependent on the company’s ability to complete the self-driving system -- an ambitious task on that schedule. If Apple is unable to reach its goal, it could either delay a release or initially sell a car with lesser technology.
