while i agree with JV that if you lower the bar by making them a no-added cost option you'll see more of them --it still caters somewhat to that extroverted personality.
i would think the downside is that it makes it easier for people to remember your car when you've pulled a jackass maneuver in town. if you commute regularly, you often see the same people in herd with you and it's that much easier to recognize the same asshole when it's the same license plate that is easy to remember. often times, vanity plates are like those weightlifter zuba pants to me.

Cost for a standard passenger is plate is $60 for 2 years, while a vanity plate is $240 for 2 years (they doubled it this year, used to be $120 for 2 years).
