I used to find that leaving the wipers down was best in freezing rain or ice. When clearing, pulling the wipers up would then give me a small cleared area to start scrapping under the ice.
I guess if you are too cheap to replace your worn out wipers, you might not want them to freeze onto the glass, and then rip apart when pulling the arms up
Sometimes I would put an old sheet over the windshield when I was parking at the bottom of our driveway in NJ. Just cause I didn't want to spend a lot of time clearing snow/ice after walking/sliding all the way down my long driveway. I figured the wipers helped hold down the sheet
