Definitely do it when new, and before the first tank of crap gas. With manufacturers adopting the California MPG / emission regs to meet changing federal regulations (until they actually improve MPG in the overall product line) we may end up with things like the BMW SULEV2 (at least in the E46 generation and similar) where the whole fuel system is one sealed piece from the filler neck to where the pressurized hardline leaves the back of the car. Live in a California-emission state and got crap gas and need to pull the pump to change it? You're SOL - no 16-14-6-755-880 ($161.83) for you. You get 16-11-7-464-403 ($5171.17 + $1000 core charge).
