Getting the GM involved seems to have made things move. It's going to take a little while longer yet since I'll need to get the car inspected, send stuff, etc, but they'll be sending me a check refunding the doc fees for the service they didn't provide and reimburse my expenses. Still negotiating about how they're going to compensate me for my time.
