Electrification of the parking infrastructure in NYC will take a while, but it will happen.

As for the tax program--the whole point of the credits was to encourage the adoption of EVs and speed the creation of a market for those cars. Now that's happened. The program has been a huge success. Why does that bother you? Seems like we should be celebrating it.
