NJ no longer performs (or even has) testing for anything other than OBDII ready / fail status. Pre-OBDII cars no longer need to be inspected. You can have a broken windshield, no headlights or muffler, and steering pulling violently to one side and you'll pass in NJ as long as your OBDII status is good. Oh, and inspection is free at state-run facilities.

I'm just amazed that nobody has come up with a Raspberry Pi / Arduino / etc. OBDII emulator that just goes "Nope, nothing to see here. Move along!" to pass inspection.
