Mercury News wrote something about Bay Area drivers being among the dumbest in the nation. Here's the link/excerpt:

If lack of courtesy, fast driving and rude behavior mean not knowing the rules of the road, these folks may be right. A recent study by the GMAC Insurance Group concluded that Californians are among the dumbest drivers in the nation, ranking 43rd out of all states in a test on how well we know the basic rules of the road and how we behave when behind the wheel. Oregon drivers ranked highest with an overall average score of 89 percent (70 percent or higher is required to pass a standard driving test); Rhode Island ranked lowest with an overall average score of 77 percent. The survey concluded that many of us don't know how to merge properly, fail to yield when making turns, misread road signs and think it's OK to drink and drive. Ugh.

yeah.

but as i wrote before, the bay area thing isn't fair because of teh influx of people who take the TOEFL exams.

as for DC, it makes sense. areas with high poverty means people start driving later in life and are less likely to have good driving skills. then combine that awful population with a professional commuter class trying to get to work on a snaggled roadway system........

voila.
