actually, i'd reiinterpret this "survey" to define the states with the highest percentage of immigrants/refugees who do not know the english language that well.

if you look, the mega states like CA, NY and MA are at the bottom. well, duh. all of the ones in the top20 are all white people states.

they should have superimposed onto the data statistics for non-US born peeps in the states, too.

It is downright scary what little you have to do to be licensed to operate a vehicle. Some of the DMVs I know don't even leave the parking lot when they do their tests.

As a member of the RI club of worst-drivers, and can assure you that anyone could pass the test if given the same one I was-- I made 4 turns and travelled around 500 feet. I left the parking lot, went around the corner and then came back into the parking lot from the other end of the lot.
